Instead of having to pay for everything from the fire department to a major repair facility, the government can provide a program that will get the firefighters to work on their own.
All of the government’s programs are funded by the state. The state government can create a program that gives up state funding for the program to keep firefighting costs low. The whole idea is that the government can provide a program that will get the money to fire fighters so they can go into the city to get the money to put the firefighting costs down.
